"The Planning (Scotland) Bill is poised to bring secondary legislation for a local infrastructure levy, a valuable funding tool according to WYG Group Planning Director Stefano Smith FRTPI. But which organisations will be liable for paying the levy, and how can policy-makers ensure it doesn't deter infrastructure delivery?
In his latest piece published on Construction News, Stefano argues that innovative attempts by planning authorities to make fair and effective use of planning obligations should be shared and encouraged. An infrastructure levy could collect up to £75m annually - not a huge contribution on its own, but potentially significant within a cocktail of funding that includes planning obligations. Such a move could help lessen the growing challenges of securing investment and recouping infrastructure costs."
