Under-skilled, facing problems with addiction, broken relationships, housing and employment, 75% of young offenders go on to re-offend within two years of release from custody. If this statistic is to improve, the criminal justice system needs to address the root causes of criminality and help offenders to break this cycle.

Prison should not simply be a way of punishment, but also a means to rehabilitation. If offenders are to change their behaviour they need support to build their capabilities through education and life-skills training. Both during incarceration and on release, the government and society needs to provide realistic opportunities for individuals to help them to move away from their past lifestyle.

This conference will allow delegates to gain a valuable insight into the personal experiences of those at the forefront of the criminal justice system. Hearing from both past offenders and those involved in the management of offenders' sentences, the conference will draw attention to the strengths and weaknesses of the provision currently in place. The conference will highlight the most effective ways of breaking the cycle and challenge the top-down approach to policy making so often taken. This is a unique approach to the evaluation of criminal justice.
